Strasbourg, June 11, 2025 — St. Maarten’s Minister of Justice and Security, Nathalie Tackling, met with representatives from the Youth Department today during her official visit to the Council of Europe.

The Minister emphasized the urgent need to rebuild trust in democratic institutions by involving youth in meaningful ways.

As part of the dialogue, both parties stressed that young people must serve as co-creators of democracy rather than passive recipients of justice or policy.

Consequently, the conversation highlighted the importance of including youth in decision-making processes that directly affect their lives.
Furthermore, the Minister and officials explored how justice systems can adopt inclusive, empowering, and restorative approaches when dealing with young people.

They agreed that these reforms are vital to strengthening democratic resilience and civic engagement.
For over 50 years, the Council of Europe has fostered youth participation through its Joint Council on Youth and European Youth Centres.
These platforms continue to offer spaces for dialogue, cooperation, and non-formal education, thereby promoting democratic involvement across Europe.

In addition, officials linked the discussion to the Council of Europe’s new Democratic Pact, which seeks to increase public confidence in democracy through greater youth participation.
They noted that the Pact aligns with the values shared during today’s meeting.
Minister Tackling’s visit also coincides with the finalization of the Council’s Reference Framework on a Youth Perspective.

This policy aims to integrate youth voices into key areas such as justice, digital governance, and civic life.
The Council plans to present the Framework at the 10th Conference of Ministers Responsible for Youth in Valletta, Malta, on October 8–9, 2025.
