ParlAmericas Plenary Assembly and Open Parliament Network Conclude Successfully in Uruguay

On May 28 and 29, 2025, the ParlAmericas Plenary Assembly and the Open Parliament Network convened at the Legislative Palace in Montevideo, Uruguay.

Parliamentarians from across the Americas gathered to address key regional and global challenges, exchange experiences,

and strengthen collaborative efforts.During the third session, participants actively explored the evolving implications of the AI and Big Tech era.

They focused on how these rapidly advancing technologies are reshaping societies and economies, while also identifying the complex risks they present.

Accordingly, the discussions emphasized the urgent need for ethical, inclusive, and rights-based governance frameworks.

The fourth session shifted focus to the climate crisis. Delegates examined how parliaments can prepare for the most extreme climate scenarios by applying foresight methodologies.

These tools, they agreed, can help legislators envision alternative futures, identify overlooked risks, and guide urgent and informed policymaking.In addition, other sessions highlighted regional progress on Open Parliament initiatives.

Representatives reported on their countries’ implementation of transparency, accountability, and citizen engagement measures. They also considered the gender-differentiated impacts of the demographic transition.

Through hands-on foresight exercises, parliamentarians explored the long-term social, economic,

and institutional consequences of demographic change and identified ways to strengthen future-oriented legislative action.

Prior to the formal Assembly, participants engaged in dynamic discussions on renewing the social contract. These conversations underscored how parliaments can serve as inclusive platforms for civic dialogue and democratic engagement.

Following the presentation of annual reports from various Parliamentary Networks, members proceeded with elections. Mr. Ivan Flores, Member of the Chamber of Deputies of Chile, was elected President of ParlAmericas, while Ms. Alvina Reynolds, President of the Senate of Saint Lucia, became Vice-President.

The Sint Maarten delegation, led by Vice-President of Parliament MP Ms. Sjamira D.M. Roseburg, played an active role in all sessions and will present a full report to Parliament upon return.
