HUREX 2025 Concludes Emergency Protocols Put to the Test Dutch St Maarten
Hurricane Exercise 2025 (HUREX 2025) concluded on Tuesday, June 17, after successfully testing national emergency response protocols.
The full-scale, live drill engaged all 10 Emergency Support Functions (ESFs), critical partners, and stakeholders in an intense, multi-scenario simulation.
The exercise unfolded along Airport Road and the Simpson Bay Lagoon. A simulated aircraft carrying 321 passengers crashed into the lagoon after breaching the airport perimeter during landing.
The incident triggered a coordinated response from emergency services, highlighting operational readiness.

Simultaneously, a vehicle transporting very important persons (VIPs) was struck when the aircraft crossed the roadway. Emergency teams had to respond quickly,
managing both the crash site and the injured VIPs. While these scenarios played out, a simulated category 5 hurricane was projected to make landfall in 60 hours, creating added urgency.
Emergency services deployed personnel, military vehicles, and Coast Guard vessels to manage the scene.
Government and non-government organizations, including the Red Cross and Windward Islands Emergency Medical Services (WIEMS), played key roles in managing the complex emergency landscape.
