where she directly addressed the Council of Europe’s Committee of Ministers on human rights compliance regarding the 2018 Corallo v. the Netherlands judgment.

Minister Tackling appeared before representatives from all 46 member states during the Committee’s formal review.
As part of the European Court of Human Rights’ binding supervision mechanism,
the Committee oversees the implementation of judgments and ensures meaningful national action.

Minister Tackling reaffirmed Sint Maarten’s commitment to full compliance. More importantly,
she emphasized the government’s broader aim:
restoring dignity, modernizing justice, and building a human rights-based approach to detention.
She presented tangible progress. Infrastructure improvements at the Point Blanche Prison are underway.
Collaborations with global partners such as UNOPS and UNODC are expanding, targeting prison construction,

rehabilitation programs, staffing, and governance.
Notably, Phase 2 of the new prison project has advanced due to renewed interest from qualified bidders after an improved procurement process.
“Reform is not cosmetic,” Minister Tackling stated.
“It is rigorous, measured, and driven by principles that endure beyond politics.”
Her remarks signaled Sint Maarten’s deliberate, data-informed reform agenda.
In addition to the plenary session, the Minister conducted high-level bilateral meetings.
She engaged Deputy Secretary General Bjørn Berge, Court officials including Vice President Ivana Jelić, Judge Jolien Schukking,
